 Partnering for Peace Strategy


Organization Vision: Improve service and friendship locally and globally to support the MOU by helping the Rotary family, currently serving Peace Corps volunteers, and returned Peace Corps volunteers with support of PC staff of various countries, to work together on projects and collaboration that are consistent with the goals of both Rotary and Peace Corps organizations.

Organization Mission:  Promote collaborative and partnership efforts between the communities of the Peace Corps (plus pre- and post- service) and Rotary in order to meet and carry out Peace Corps’ Rotary’s partnership objectives in support of each organization’s strategic priorities.

Organization Goals:  Partnering for Peace will work to promote collaborative efforts among the Peace Corps groups and the Rotary family so that every Rotary/Rotaract club and district, and Every Peace Corps country, knows about, understands the benefits of, and acts on the partnership to carry out appropriate projects that benefit local people and communities, PCVs and Rotary/Rotaract clubs, by:

  1. Engaging the Rotary family, Peace Corps volunteers and regional staff, and NPCA and RPCV groups, to raise awareness and educate these communities on the benefits of collaboration between these organizations.
  2. Providing information and resources to members of each of these organizations to assist them in locating and engaging each other for projects and other collaborative efforts and leading practices, throughout service and projects and after service. Providing examples and guidance and systematically documenting successful projects. Encouraging institutional changes and incentives at these organizations in order to facilitate more effective collaborations
  3. Organizing the P4P organization in the most effective way, by Board governance, Committees, potential Ad hoc or Advisory Boards, Members and volunteers
  4. Providing meaningful engagement opportunities for PFP members


Critical Success Factors

  • Top Down Actionable Commitment from relevant organizations in support of collaboration between Rotary and Peace Corps networks
  • Awareness and Outreach to all stakeholders: PC, Rotary, RPCV groups, Members and Volunteers
  • Timely, consistent, and strategic communication to address ongoing turnover
  • Leverage Successes and leading practices by thorough documentation
  • Measure and evaluate success to engage and activate



PFP plans to achieve the goals through three strategies:

Top Down consistent support through our respective organizations (Peace Corps, Rotary International and the National Peace Corps Association – NPCA isn’t a party to the official MOU and partnership, but PFP is an affiliate group of NPCA and they can help us connect RPCV groups and RPCVs that want to support the partnership), and

Bottom Up, grassroots efforts by Peace Corps, RPCVs in the US, PCVs in country, and local and US Rotary/Rotaract clubs. We will focus on specific objectives by each of the Stakeholders who have the most to gain through this partnership. For example, by encouraging successful partnerships to be replicated in other countries or locales, and to encourage RPCVs to join Rotary and Rotarians to consider Peace Corps service, and a

PFP Board that is flexible and dynamic.


Top Down Strategy Addresses Goal #1

Support Rotary, Peace Corps staff, and RPCV groups by connecting them to examples and success stories of collaboration between members of both organizations.

Our objectives target the relevant stakeholders:

• ROTARY (Partnership liaison at Rotary International, P4P Membership, domestic and international Rotary and Rotaract clubs and districts, including club and district leadership)

  1. By September 2020: Rotary partnership staff liaison provides an overview of Rotary’s corporate communications calendar for the following year as well as theme and content planning for the Rotary website, The Rotarian magazine, Rotary Voices blog, and Rotary Service in Action blog. P4P pitches content aligning with Rotary’s corporate communications strategy with six-month lead time.   To use these mechanisms throughout 2022 and audit their effectiveness
  2. P4P, with Rotary partnership staff liaison’s support, will craft and share wording that reflects the spirit of the partnership and will share with Rotary/Rotaract clubs and districts for use on their websites, Facebook pages, and newsletters.
  3.  November 2020: Explore other popular websites and blogs through the Rotary family through existing connections as well as what Rotary International shares on social media posts, determine which might be seeking content, and reach out to coordinate (Communications)
  4. P4P will coordinate targeted efforts to Rotaract clubs, both domestic and international, to raise awareness of the partnership and opportunities for service, engagement, and career development through the partnership. facilitate the awareness building of PCV opportunities and MOU potential to effectively enhance and reinforce Rotaract member’s career development and desire for service.


  1. 1st Quarter 2020: Upon publishing of Guidance and PC Director letter which provides more guidance and institutional expectations related to partnerships, including Rotary. P4P by end of 2Q20 commits to work with all posts or PCVs that request assistance in personalized introductions, and help facilitate between Rotary and PC relationships (Outreach); P4P 2020 actions to include:
  2. After Guidance and accompanying letter from the Director is sent to CDs and all posts  by PC HQ,  P4P will follow up on requests for assistance forwarded from [email protected] and other requests.
  3. In April, May and June 2020 P4P will offer speakers and other support for inclusion in 2020 Country Director Conferences.
  4. Peace Corps will bring awareness to PC recruiters and Rotary/Rotaract club leadership (via the publicly available Rotary Club Finder Tool) and share information and resources about the partnership. The Rotary/Rotaract club leadership may decide whether they would like to host the PC recruiter at a club meeting or event, and PFP can help with more information on the partnership as requested or direct the Rotary/Rotaract club leadership to the Rotary staff liaison
  5. By end of 2020 P4P will facilitate RPCV speakers, joined by local recruiters, for Rotary/Rotaract clubs to share PC story, MOU awareness.
  6. P4P membership will facilitate participation in or hosting of departure events by local Rotary members or by working with local PC recruiters and local Rotary clubs.
  7. P4P will suggest a national competition for the most leads by any one Rotary club will be considered and recognized at NPCA conference

• NPCA and OTHER RPCV GROUPS (NPCA affiliates) (President and Outreach)

  1. By end of 2020
    1. ensure that every RPCV Affiliates group is aware of the Partnership
    2. At least 50% of all groups have sent information to their members about the partnership.
    3.    By June 2021, At least 25% of the groups have asked for a presentation by a P4P representative at their board meeting
    4. Document engagement by RPCV affiliate groups.



1) P4P has sent a letter to every group leader

2) P4P has a major article /human interest story in the Worldview Magazine and periodic updates, short articles and inserts.

3) P4P has regular participation in NPCA’s PC Connect Conference and asks for either breakout session or a chance to make announcements during the plenary session ad has a table or exhibit at the conference.

Bottom Up Strategy Addresses Goal #2

Provide information and resources to members of each of these organizations to assist them in locating and engaging each other for projects and other collaborative efforts, in documenting leading practices, throughout service and projects and after service. Systematically document successful projects.

Objectives addressing PCVs and PCRVs (Board and Membership)

  • After Director’s CD letter and Guidance is circulated each P4P Board and members can ‘shepherd’ 5 countries that respond requesting help, by 3/31/20
    • Connect country Rotary/Rotaract clubs with similar goals as PC country mission and feasible needs to PCO with encouragement to do a joint project
    • Suggest relevant previously successful project ideas or develop “off the shelf” ideas for ideal first projects to facilitate relationship building
    • Identify and reach out to US NPCA affiliate or country of service group to facilitate introductions and opportunity guidance
    • Identify PC CD or staff liaison, local Rotary clubs by documenting successful projects in databases
    • P4P will facilitate Pre-PCV and PC Prep Program to include Partnership information and benefits and encourage to engage or join Rotary club or Rotaract club before service.
    • Local RPCV Rotarians will work with Peace Corps recruiters to staff tables at Rotary District Conferences

Objectives to address NPCA and Rotary District – (Outreach)

  • Develop ten active District Rotary – Peace Corps Alliance Committees around the US 2021
  • Have board members who reside in the US to actively pursue in their district and report on status as part of board meeting reporting and where Board members are non-US residents, they will connect with their Districts as well
  • Contact all in our membership database to remind them of our ability to help them develop committees in their districts
  • Follow up with recent west coast zone contacts to approach them as a focus of their district membership chair
  • ID additional objectives for Rotaract members
  • Initiate idea to feature stories of RPCVs who have joined Rotary and the opportunities they see for the future of the partnership. This could be driven through the District Membership Chair, as well as a message from NPCA President Glenn to all RPCVs supporting the partnership.

Objectives for using Toolbox and Guidance (Communication committee)

  • Each board member will provide input for our social media platform, i.e. provide their story about why they joined P4P and put out a call to action to get other RPCVs involved in a more meaningful ways through Rotary as a RPCV, to submit to Communication committee and Rotary partnership liaison.

Objectives for P4P members

  • Membership Committee
    • Membership committee will maintain 75 active members by membership toolkit support, engagement, and clear benefit statement and actively engaging them in P4P
    • Actively identify P4P members and their country of service and how to engage them with our identified countries to:
      • Report on projects concluded
      • Facilitate introductions and project development
      • Facilitate US Rotary clubs working with country Rotary clubs and PCOs
    • To invite more active participation from members for specific needs of P4P in communication, facilitation, speaker’s bureau at Rotary meetings, assisting PC recruiters, working booths at district meetings, etc.
    • Track production and accomplishments by members to report to Communication Committee, PC and Rotary liaisons, etc.
  • Communication Committee
    A.  Expand PFP social media reach
  • o   July 2020: In coordination with the PFP Communication Committee, PFP can dedicate volunteer(s)/intern(s)/staff to oversee PFP social media strategy
  • o   January 2021: PFP will increase the frequency and relevancy of posts in their existing Facebook group
  • o   January 2021: PFP will create an account in a different social media channel (e.g. Twitter, Instagram, YouTube, SnapChat, TikTok, etc.)
  • o   July 2020: PFP will follow and engage with official Rotary International accounts through the new PFP social media account (examples of engagement can include likes, comments, and sharing of posts, using hashtags, tagging accounts in posts)
  • o   January 2021: PFP will follow and engage with xx accounts from the Rotary family globally (Rotary clubs, Rotaract clubs, Rotary districts, Rotary Peace Fellows, Rotary alumni, etc.)
  • o   July 2021: PFP will increase the number of members in their existing Facebook group
  • o   July 2021: PFP will increase the number of followers on any new social media channels by xx%
  • ·       Dependencies: If needed, PFP social media team can complete a free online course on social media marketing through an organization such as Coursera or edX


  • Communication Committee
    B.    Develop PFP online content and presence

    • o   July 2020: In coordination with the PFP Communication Committee, determine strategy on where and how frequently to share stories related to the partnership through digital media for PFP, Rotary, and Peace Corps
    • o   September 2020: Through Rotary staff liaison for the partnership, connect with Rotary International Communications team to get a better understanding of communications calendar for the following year as well as theme and content planning for the Rotary website, The Rotarian magazine, Rotary Voices blogRotary Service in Action blog, and how PFP might help obtain and create content for articles, features, photos, posts
    • o   November 2020: Explore other popular websites and blogs through the Rotary family through existing connections as well as what Rotary International shares on social media posts, determine which might be seeking content, and reach out to coordinate
    • o   February 2021: Explore popular websites, blogs, podcasts, events outside of the Rotary family that might be interested in stories related to the RI-PC partnership (MediumUpworthyTEDxThe Moth Radio Hour [and their pitch page]) and reach out to coordinate
    • ·       Dependencies: Need resources and support to put towards these efforts


Documenting leading practices, providing examples and lessons learned from these collaborations, and encourage institutional changes and incentives at these organizations in order to facilitate more effective collaborations.

Objectives for this process include:

  • Organizational coordinate with PC, Rotary, and P4P
    • P4P will collect PC annual Reporting on Rotary interaction that will be solicited in annual post reports (key word search Rotary) with assistance of PC Partnership liaison.
    • P4P will capture Rotary projects with PC participation through key word search on District grants DB and other databases and conference reports, assisted by Rotary Partnership liaison
    • P4P Members will actively find, create and document in P4P database for their country or area of interest
    • P4P Board will be responsible for their five countries to support, engage, and document successful partnerships
  • Technology
    • Requirement for a database that will be able to expand for more detail
  • Identify several partnership “on the shelf” projects that most PCVs and Rotary clubs could implement as secondary projects. IE  Books, reading glasses, …

Goal #3 Infrastructure for P4P

  • What changes in infrastructure are needed for P4P for the next five years?  (Governance)
    • Research committees change requirements: As P4P grows, develop larger, stronger committees where more work is done, or new committees required, and there is more room for volunteer involvements for P4P.
    • Research Segmentation: As P4P grows, consider geographic representation, as well as gender and ethnic diversity or other that ensures that all P4P constituents voices are heard (those constituents might be PCV or RPCV who have served in different regions of the world or represent different parts of the US Rotary clubs around the US and around the world, and RPCV issue groups, such as PRCV writers, RPCV lawyers, RPCV teachers, etc.
    • Identify our board is a working board, with commitments from each member to take a leadership role on the Board or its committees.
    • Identify criteria for new and renewed board membership with needed skills and timing
    • To identify measurement criteria by committee and document results in a timely manner.
  • Activate members/volunteer by identifying specific needs and assignments by committees, etc.  (Membership)

  • Identify additional organizational needs for P4P including potential
    • Advisory Board to be managed by the Governance Committee
